The missing link: Open education approaches to achieve sustainable RoVE futures

The Reform of Vocational Education (RoVE) claims that this new unified system will be collaborative, innovative, and sustainable for New Zealand.
There is no form of educational provision that is more collaborative, cost-effective, scalable, and sustainable than open education yet there is no mention of open education solutions in Government’s decision to reform the sector.
Drawing on evidence gained from the experience of implementing the OER universitas (OERu) partnership, this presentation posits two OER-enabled recommendations:
- Reduce government cost by extending the provisions of the New Zealand Government Open Access Licensing Framework (NZGOAL) to include the Institutes of Technology and Polytechnics (ITPs) to reduce unnecessary duplication.
- Make education more affordable for all students by amending the funding formula to provide tuition and assessment-only components to widen access to OER-based courses with more affordable pathways to achieve formal qualifications.
New Zealand has a unique opportunity to retain its global leadership role in open education, but it will need to be a community-driven solution rather than waiting for one that is corporate-led. The status quo is similar to the global climate crisis where policy makers and government leaders of many industrialised economies choose to ignore the sustainability crisis in favour of perpetual economic growth.
